complex situations which require a deeper understanding before effective action can be determined; situations where there is conflict

being too general; delay or procrastination; conflict isn’t adequately surfaced and addressed; too much focus on unimportant (easily addressable) things—too little focus on more important (but not as easily addressed) issues
